Background

UNESCO is the only UN Agency with a global network of national cooperating bodies known as National Commissions for UNESCO. National Commissions make up part of the overall constitutional architecture of the Organisation.

Set up by their respective governments in accordance with Article VII of the UNESCO Constitution, the National Commissions operate on a permanent basis to associate their governmental and non-governmental bodies in education, sciences, culture, and communication with the work of the Organisation.

Presently, there are 199 National Commissions for UNESCO across the world. They constitute a truly global family with an authoritative network of stakeholders, partners and experts and offer a comparative advantage to the Organisation within the United Nations system. This network plays a significant role in the liaison with partners, the coordination of activities and the promotion of UNESCO’s visibility at the country level.

Directory of National Commissions

Acting as agencies of consultation, liaison and information, and mobilising and coordinating partnerships with national partners, including civil society, the National Commissions also make substantial contributions to the advancement of UNESCO’s objectives and in the implementation of its program.

Rwanda became a member of UNESCO on November 7, 1962. The CNRU was established on the 9th June of 1975 by the presidential decree n° 120/10. It did not start working until the 24th of June of 1976 when all of its members were officially appointed. Its first session was held in December 1976.

MISSION

To promote ideas for peace and mutual understanding in the country, to advise the Rwandan Government on UNESCO activities and to encourage initiatives for intellectual and moral solidarity by making the public opinion interested in UNESCO objectives, programme and work.

CORE FUNCTIONS

1. The Rwanda National Commission for UNESCO provides expert analysis and policy advice on United Nations Educational, Scientific and Cultural Organisation (UNESCO) matters to the Rwandan Government; contributes to the development and implementation of programs in support of UNESCO priorities; and promotes and publicises UNESCO’s objectives and programmes.

2. The National Commission advances Rwanda’s priorities and interests as a UNESCO member state.

3. The National Commission fulfils its function under Article VII of the Constitution of the United Nations Educational, Scientific and Cultural Organisation, the Charter of National Commissions for UNESCO adopted by the UNESCO General Conference at its 20th session, and other relevant decisions of the General Conference and the UNESCO Executive Board.

4. Specifically, the National Commission:
a. brings together Rwandan Government departments and agencies and experts from the community to assist in the development of policy on UNESCO matters, including briefing for Rwandan delegations to UNESCO General Conferences;

b. Act as a first point of contact for UNESCO issues within Rwanda.

5. In fulfilling its function, the National Commission should, through engagement with relevant portfolio departments and agencies, consult as widely as possible with individuals, organisations and institutions associated or concerned with strengthening Rwandan engagement with UNESCO.
